The Lawyers of Price, McCluer & Plachecki


Michael James Price was born in Kidderminster, England, and moved to the United States with his parents that same year. He received his undergraduate and law degrees from the University of Minnesota. He served as a claims examiner for the United States Veterans Administration before becoming an assistant Winona County Attorney. In 1974 he joined the law firm of McMahon, Darby, Price and Brooks. Since that time he has devoted his distinguished career as a lawyer to representing the people of southeastern Minnesota in criminal, personal injury and general legal matters. Together with Twin Cities attorney Doug Thompson, he tried one of Minnesota's most famous homicide cases, State v. Howard. Beginning in 1976, he taught courses in both civil and criminal law as an adjunct professor at Winona State University for over a decade. He has served as a board member, officer and advisor for a wide range of community organizations, including the Gamehaven Council of Boy Scouts of America, Winona Area Volunteer Services, United Way of Greater Winona, Watkins United Methodist Home and Winona County Chapter/American Cancer Society.

Richmond H. McCluer, Jr. is a trial lawyer. He is a Winona native and attended Winona Senior High School, Winona State University and the University of Minnesota Law School. He practiced with a national law firm in Minneapolis for several years before returning to Winona in 1988 and joining the law firm of Darby, Delano and Price. While with the firm, he tried a number of major felony cases, including robbery, narcotics, burglary, assault and criminal sexual conduct. In addition, he successfully represented many injured persons in accident and negligence cases. He left the firm in 1993 to enter government service with the Third Judicial District Public Defenders Office, where he served as Chief Trial Lawyer, handling serious felony trials across southern Minnesota. He left government service in 2003 to join with Michael J. Price and John Paul Plachecki to form the law firm of Price, McCluer and Plachecki. In 2004, McCluer was elected President of the Winona County Bar Association.
          
 McCluer has been lead counsel in over 250 jury trials, including homicide, robbery, kidnapping, narcotics, criminal sexual conduct, burglary and assault. He is recognized as a top trial lawyer.

In the annual peer based survey by three Minnesota magazines, Minnesota Journal of Law and Politics, Minneapolis/St. Paul and Twin Cities Business Monthly, close to 20,000 Minnesota lawyers are polled and asked to identify lawyers who excel in specific areas of legal practice. Only 5% of Minnesota lawyers were selected as Minnesota Superlawyers.  Richmond McCluer was first selected a criminal law Superlawyer in 1996, while he was Chief Trial Lawyer for the 3rd Judicial District Public Defenders Office. Since that time he has continued to be recognized as a Superlawyer, including 2005, 2006, 2007, 2008 and 2009. 
 
Since 1988 he has been on the faculty of Winona State University, where he teaches Criminal Law, Federal Rules of Evidence and Japanese Karate. He is the president of Japan Karate-Do Genbu-Kai of Minnesota, a corporation  which operates a  full time Japanese Martial Arts dojo as well as programs at Winona State University, St. Mary's University of Minnesota and the Winona Family YMCA.

John Paul Plachecki is a Winona native who attended Cotter High School, St. Mary's University of Minnesota and Hamline University Law School. He served as Special Assistant Attorney General for the Masachussetts Department of Revenue and while in Massachussetts he received his Masters of Law from Boston University Law School. After trying cases for the State of Massachussetts for seven years, he returned to his hometown in 1994 to join the law firm of Darby, Delano & Price. He has focused his practice on representing accused persons in criminal matters throughout southeastern Minnesota.

He is also an adjunct faculty member at Winona State University.

 


Jillian M. Young is a Minneapolis native. She graduated from Colby College in Waterville, Maine, with a B.A. Anthropology. While at Colby she was a member of the women's varsity ice hockey program and was team captain her senior year. Jill graduated with honors from Drake University Law School. While at Drake, she practiced law as a student attorney with the Drake Criminal Defense Clinic. She was also a published member of the Drake Journal of Agricultural Law. Her note is entitled Cambodia's Accession to the World Trade Organization and its Impact on Agriculture, 11 Drake J. Agric. L. 107 (Spring 2006). Following law school, she served as a Judicial Law Clerk to the Honorable Robert Birnbaum of the Third Judicial District for two and one-half years prior to joining the firm.

Jill practices in the area of family law at the district court level where she aggressively and effectively advocates for her clients. Jill places an emphasis on the dynamics and personal needs of her clients as they work through life transitions surrounding parenthood, divorce or remarriage. Her goal is to minimize the legal process, especially when children are involved.

Jill remains active in youth athletics and was assistant coach for girls hockey at Century High School, Rochester, MN from 2006 to 2008.
